if you get stiffer springs, you need better shocks, the problem is that the shocks are expensive, the springs are not that much, some good shocks are KYB AGX, Koni yellow, or tokico Ilumina. If this is for a steer driven only car they are ok, but i wouldn't recommend getting a real Coil-over setup (like tein, or zeal, or H&R). H&R springs are good, as well as the eibach (the pro-kit works fine)

But as for your questions, yeah, you need shocks or the stock shocks will only last for 5 months or so, but less than a year, and after that they blow up.
besides, shocks makes the ride, so if you don't chose shocks your ride would be harsh.

well, what are we talking about, you want lower springs or stiffer ride?

if you want to lower your car, you could cut your springs (NOT RECOMMENDED), but if you want a stiffer ride, you need new springs.
if you don't have the money to do any of this, don't do it.
DON'T BE CHEAP ON YOUR SUSPENSION.

A good suspension is Eibach Pro-Kit and KYB AGX, they can be get at around 500, but there are some tokico's kit for less than that.

sorry for being the one with the bad news

you can lower your car .5" - 1" without completely sacrificing your shocks. When you SLAM it, that's when your shocks die, quick.
