Well to directly answer your question then...
I don't know if the part your talking about is heat-treated in any way or not. You may get lucky and a washer may do a fine job of it. I'm fixing to go to a friend of mine's that has a degree in metalurgy. Maybe he can shed some light on the subject. At the very minimum, I would make the dimensions (od, id, and thickness) match the factory part.
But another serious question to you...
Is that one show more important to you than rebuilding your motor?

washer wont work, changes the valve spring installed height too much, you need that bottom spring seat, otherwise you're fucked.
I will second that because not only does that help get the installed height right, it also centers the I.D. of the spring, I'm sure you could get it from the dealer and they would have it in stock, I think I have one to I could give to you. My serious advice is 1don't worry about a show and half *** put your car together because you might be towing it there anyway trying 2 If a pro machine shop told you a "washer"would be a good sub for a shim I would NEVER go there or talk to them again even if something went wrong with the stuff they did for you because they have just shown they don't know there *** from a hole in the ground, I don't know what all they did I say screw the show get there work checked by a more knowledgeable shop and fix it right. Good Luck!!!
