It's building presure. If it's working good and not throwing any codes, I would leave it be. Some are louder than others.

When you first the start you car the ABS pumps operates to build up pressure in the accumilator. However, you mentioned that you also hear pump running while driving - that is normal.
Most Honda's leaks brake fluids at the accumilator and they don't set codes. This is for the older Acura legends, 90-93 integra's and some of the later Accords. In fact, Honda had a Service Bulletin on ABS pump running with no codes.
Any ways, local the ABS accumilator and look if you see any brake fluid leaks. Also, on most Honda's you will feel and excessive brake pedal effort. Most of the customer I've dealt with discribes it a soft brake pedal.
Hope that was some help..

You can try bleeding the fluid.

What vehicle do you have? So, I can tell which system and type of ABS unit you. If you have a 94 - 96, it's a tpye 2 ABS system and they are command to leak between the ABS mod and accumilator. And, the fix is replacing a o-ring and it cost about $5-$10.
But on good thing is, you don't need a special tool to do this. All you need a 10mm wrench and common hand tools.

Bleeding the regular brake system isn't going to do anything. Try bleeding the ABS modulator.

It's much more common for the modulator plugs to leak than the accumulator o-ring. They also trigger the ABS light when the fluid gets low.

I agree with Chiovnidca.
If you hear your accumulator pressuring up for a while, then you probably need to change the O-ring. Contact BSQ on this board. He did a good writeup on how to change the seal.

ill do the o-ring first, then see about the modulator plugs...where in the system is this ring placed (pictures would be cool) and could someone describe to me how to do this or link to a previously explained thread...BSQ? is this his full name? thanks for the help!
