Starter spinning freely on B16????

When I was down-shifting pulling up to a red light, my car suddenly shut off when shifting down from 3rd to 2nd, no check engine light came on. So I try to restart the car and the starter spins freely with a little sputuring sound coming from the exhaust. I checked the timing belt and it's in perfect shape. After being towed home I pulled the starter off and all the teeth were fine, on the starter and flywheel. Could someone please give me any other ideas on what could be wrong?

check to see if your battery terminals are clean and free of dust or dirt and check if they are hooked up tight. wiggle them around a bit then try to start it again

Update: My fuel pressure is going up to 50psi. then droping to 10psi. in a few seconds. I changed the fuel pump and it did not help. I'm thinking maybe my AEM fuel pressure regulator is bad. Any idaes?

Update: I put the stock fuel pressure regulator on and it still won't hold pressure. Can anyone please help me I've been working on this damn car forever!!!!
Is the engine rotating when the starter is spinning? If not maybe the solenoid in the starter isn't engaging the starter gear with the flywheel to turn the engine over. However, that wouldn't explain why the engine died when downshifting from 3rd? The engine must be rotating though if there is noise coming from the exhaust when you turn the starter?? Its hard to say but that's one thing you can check. Good luck
