Starter, Low Voltage?

Default Starter, Low Voltage?

Starter showing low voltage (3-4 volts) and battery is fully charged and not loosing power. Any ideas of what the problem is?

GOT IT!!! It's been sitting for over a month and I finally got it pinned. A multi-meter sure is a life saver. I can't believe I didn't think to put the meter on the remote wire of the starter first. Anyways, the ignition switch was the culprit. I just pulled it out cleaned cleaned all the contacts with an emery board, greased the internal casing, and stretched out the springs. I am so pumped that it runs.
