Starter Grinds Need Help
This is driving me crazy. I have a crx dx with a b16a obd0. Never had a problem starting before the swap. Now my starter acts weird. If i jump the starter from the battery everything works perfect. However if i try to start it with the key about 40% of the time the starter will grind.
This is my first post here and im not sure where to put this. If its in the wrong section feel free to move it mods.

Well all the wires that i could see looked fine. I measured the volts coming out of the starter wire when I turned the key to start. It's 11.5v and there is a constant .42v running through the cable.
Something is causing the starter to retract slowly. Ive saw it happen on the work bench. I brought it to a starter shop to rebuild and they said it was okay that the starter only goes in slow when you test it wrong. He showed me it working correctly and wrong. Anyone have any ideas?

There is a constant .4v coming out of the top "starter signal fuse" and when i turn the key to the start position 12v comes through the bottom of the fuse.
Also there is a power wire from the main fusebox thats not even part of the starter circuit and if i unplug it the 4v goes away and the car starts normally except then my radio doesnt work and who knows what else.
for now i just removed the "starter signal" fuse and no more grind.
any help will be appreciated or even a good luck.
