Default speedometer stuck at 40mph - help, need fix

Hi all

I am new to the list & it's my girlfriend's honda... and I haven't a clue about Import cars.

Anyways... when she turns the key on, the speedometer automatically jumps to 40mph & stays there, and odometer and tripdometer doesn't work either. There is no error codes!! It's a 1998 CIvic SI 5 speed manual.

I thought it was cable driven so I tear apart the dash and SURPRISE... no speedo-cable. I was told it was the VSS sensor... how would I test? Where is it? and how much does it cost. Could it be something else?

any help or suggestion is greatly appreciated.

My friend just called w/ the exact same issue on her 04
bump for the same issue

Edit**
New information:
The needle stays around 40 even when the car is off. Makes me think that the needle is just stuck, and not a screwed up cluster or vss.
Thoughts?
