Speedometer stuck at 40mph?

Speedometer stuck at 40mph?
Anyone have any idea why my speedometer is doing this? It jumps to 40mph as soon as i turn to the key to the On position. i changed the vss and still doing the same thing. I do not get a check engine light if that helps.
