To get rust you obviously need a source of moisture. Normally, the plugs would get hot and dry out any moisture present in the plug tubes. Does she do a lot of short trip driving in high humidity conditions? What brand of plugs did you use?

most of her trips are atlesat 5 miles to about 15 miles (home to school to etc)
yeah i can't figure out what the source of moisture is.
she doesn't drive the car hard at all.
bad rings? just a guess

In most cases those seals leak oil when they're bad. Overall, I wouldn't worry about 'rusty' plugs. There is a whole lot of material there to disintegrate before it would be any sort of problem.

Are you talking about rust in "green" color copper rust or just getting white a bit. Copper plug oxidize in part of their normal operations and they will be fine for a long time.
I would check other stuff like distributor cap and rotor, alternator, battery, etc. Check the voltage when the car is idling and it should be 14V or so.
