Something WEIRD..never seen it before

I just bought a civic hatch today and it has these ugly rims...but n e wayz the front is jacked up for some reason..does n e body know why???i got it for cheap

No motor? New shocks up front and the old worn ones in the rear? Pieced togther using the wrong suspension components?
Could be a number of things.
