i have a hondata 3b on my CRX

everything was fine i got the car out of storage and noticed it was not running well closed loop when i was going down the highway so i hooked up my datalogger and found out that both of my O2's read 3.81v no mater what i do. Hooked up or not it still reads 3.81v

any idea????
