Default smog help

alright so i bought this car 2 years ago and am now trying to smog it and without doing anything to the car this is what happened straight up at the smog station... and am wanting help from you guys to see if you could help me fix my car for another smog

Co2 - O2 - HC (PPM) - CO (%) - NO (PPM)
MEAS - MEAS - MAX, MEAS - MAX, MEAS - MAX, MEAS Results:
15mph 13.92 1.46 90 28 0.54 0.04 711 1417 FAIL
25mph 13.98 0.89 56 42 0.53 0.52 754 72 PASS

So those were the results from my first smog then from there I went to NGK-R's for colder plugs and then put octane booster in my car to possibly get the car to run hotter and drove my car around for about 20-25 minutes and was on the whole time to when the car was smogged again and happened to get worse results... as follow

Co2 - O2 - HC (PPM) - CO (%) - NO (PPM)
MEAS - MEAS - MAX, MEAS - MAX, MEAS - MAX, MEAS Results:
15mph 13.48 1.68 90 18 0.54 0.04 711 2064 GROSS POLLUTER
25mph 13.90 1.04 56 10 0.53 0.02 754 2079 GROSS PULLUTER

So any idea on what I should do?

It's hard to read the numbers the way you posted it but I would say you need to check the cat temps. Are there any mods on this engine? Does it have EGR?

New plugs aren't going to help since an ignition misfire is only going to effect HC and like you are OK(?). Octane boost isn't going to help with anything or make it run hotter.

I would test the O2 sensor and see if it's toggling. If it is, then the feedback system is working properly and the emissions *should* be within spec if the cat is good. You can test the cat by getting the engine hot and measuring the temp at the intake and the outlet of the cat with an infrared pyrometer. The outlet should be at least 100 degrees hotter than the inlet which indicates that cat is oxidizing any leftover HC in the cat. If the inlet and outlet are the same temp or if the outlet is lower than the inlet, then the cat is not working efficiently (or at all).
