Default should the rear be higher or lower?

the factory recommendation for tein HA height setup is front 25mm and rear 35mm(the distance from the spring to the bottom of the thread body). why is that? does higher rear end help turning better?

actually how low should i go. now i still have 1.5 inch wheel gap. i dint lower the car that much cuz i afraid the wheel rub.
