Default setting timing odb0?

I was reading an online manual I have for a jdm crxSir w/ first generation b16a1 in it, which is the same motor I have in my usdm crx. I found a page on ignition timing and saw the picture I circled on it. I have never seen this blue plug that it supposed to be jumped. So I go out and looked for about an hour and found no such plug near my blower motor. When I adjust the timing I use a timing light and do not jump any wires. Am I doing something wrong?

jump the little connecotr on the pssaenger side foot well, then let it warm up and losen the dizzy.shoot it with a tining light till u got the marks lined up and timing is set to 18 degrees topdead center.tighten the dizzy reshoot the crank pully to make sure it stayed in timie and then go ahead and remove the jumper in the passenger side foot well.

I realize it says the connector is in the passenger side footwell but for the life of me I cannot find it. I have looked numerous times to no avail. I understand fully how to set ingition timing if only i had that damn connector. What happeneds if you set it without jumping the connector? BTW thanks for the responses.
