Default serial numbers on block?

what do these numbers mean?
the year?
can you find out if its stolen by this number (for cars that dont have VIN tags)?

so can anyone tell me what car/year this motor is? "1301850"

btw im talking about B-series motors...

I believe they will tell you the engine information, and yes you can also trace those back to being stolen or not. But you would have to call the police and have them run the numbers.
