Searched, Need Timing Help

I got the car running. I went through and found two of the plug wires were backwards and the distributor timing was advanced to the max. I corrected the two items and it fired right up!

I've searched and can't find what i'm looking for so hear it goes. I have B18 swap in an EK i'm working on, a buddy of mine (who's suppose to be a mechanic) replaced the timing belt, water pump and tensioner. So now that the swap is all in the I can't get it started so I check: fuel, spark and then narrow down timing.
I lift off the valve cover with the white mark on the crank pulley on the timing mark on the lower timing cover, and find that the UP marks on the cam pulleys are pointing downward. Damnit. So, hoping that the valves aren't bent. I need to know how to set everything back where they need to be.
Where do I start in the situation?

If you turn the crank pulley another 360 degrees the cam pulleys should be pointing upwards. The crank turns twice for every time the cams turn once.

Okay i'll drop by at lunch and check it out. What would be the next thing to look at? It doesn't start it just sputters out, how would I tell if the timing is correct?
If it is out 180 what do I do?

Not to my knowledge, we just swapped it in an its been sitting in his garage for a while now from what I hear. Im going at lunch and check that cylinder one is at tdc and check the timing from there.

Went over at lunch and aligned the white mark on the crank puley to line on the lower timing cover and plug the number one spark plug. Unfortunately, the piston is at TDC and the UP markers on the cam gears are pointing down. Damn.
So im going to borrow a bore scope from a buddy and hope for the best. Outside of that what do I have to do to get everything in correct time?

you do realize that cylinders 1 and 4 are up at the same time, and 2 and 3 are up at the same time?
Firing order is 1-3-4-2
If the cams are 180 off, and they spin 180* for every 360* of crank, that would mean the white mark on the crank is lined up for cylinders 1 and 4 at TDC, but the cams determine what cylinder is at TDC.
Rotated the crank another 360* and the cams should be UP...

Yes I know what a crank looks like. So could you describe to me how i'd go about properly checking the timing?

If you knew what a crank looked like, then you would know that if you rotated it another 360, then the cams SHOULD point to UP.
