Default runnin rich????

I can't figure this out. I have a 90 crx b16a non obd. It is running really rich. I have the two O2 sensors wired right. No vacuum leaks, new fuel filter, new O2 sensors. I have replaced the plugs, wires, cap, and rotor. Please help me out.

stock I replaced that with one that i know was working right and it didn't change anything. I am having a really hard time with this and it is getting annoying cuz I don't have a cat and is blowing black smoke and smells like raw fuel.
