Default Replaced secondary o2 still getting code 65

Ok I installed a new secondary o2 sensor and I'm still getting the same code 65 secondary o2 sensor code. Is there a fuse that might be blown tha is connected to the secondary o2? Also did I wire the new o2 in correctly? Green=signal ground, White2 signal. What are the other two wires?

Heater wires.

Did you clear the ECU? It remembers stuff

yup, I'm clearing the ecu every time, it just keeps coming back. Everything seems wired correctly. My only guess would be a blown fuse somewhere, but what fuse is connected to the secondary o2?

There are no fuses between the O2 sensor and the ECU.

You fugged something up
