Those stubborn watermarks are the after effects of acid rain.. Try an electric buffer with a mild cutting creme or rubbing compound.. you will need to "cut" into the clear coat to remove those marks.. You can use baking soda mixed with water, but this method is rather tricky and if you screw up you may be re-painting your car, Try the buffer first
Or just try using a cutting compound by hand and put alot of elbow into it!

yeah...make sure you use a foam pad on the buffer, and not the wooly one...the wooly one will burn through the clear coat in seconds if you dont know how to use it...

Try MX-7, I use it and it works like magic, Takes em right off and it is clear coat safe. Make sure you apply a fresh coat of wax after.
The website is listed below.

I suggest a fine cut cleaner, followed by a polish (you can hand apply), then the wax.

These guys know what they are doing: http://autopia-carport.com/ForumIndex.htm

I use meguiar's cleaner wax. I just wax it in REAL GOOD. It takes a while but eventually they come out. I'm sure there's easier ways, but I don't wanna use anything abrasive or dangerous on my paint.
