Refinishing Header/Header coating?

Refinishing Header/Header coating?
I'm wondering if its possible to refinish a headers surface coating. I'm not sure what it is if its plated with something or what... steel but just dull and nasty looking.

If its a true spoon I could only imagine it being nice Stainless steel that you could time consumingly and lovingly restore to its original beauty. Sounds like 10 hours of your life donated to the Shine Gods.
