so is there any way to tell for sure weather it is the valve seals and not the rings, i did a compression dry check and all is well, should i do a wet compression test too...

is it possible to change the valve stem seals with out taking the head off?

A leakdown test will tell if it's leaking out a valve stem or not. Like they said it's not too bad to replace and much better than piston rings.

Yes. Use compressed air with a spark plug fitting to keep the valves up or use some nylon rope through the hole to keep the valves from falling into the cly.
