Default rain problem

I have a 99 Civic DX COupe, i have had a aem cold air v1 installed since last summer, the problem im having is the fact that my wheel wells are now missing so I tend to suck up a little water into my engine from time to time. I would go buy a aem water valve but im poor. Im trying to conjure up an idea for a shield just for the filter that is light weight, looks good, and can also be used as a drain for when water does get into it. My idea is to make a box around the intake with molding plastic then make a smaller curved one that attaches to the hole in my front bumper. ANyone who has done this or has ideas please leave some feedback
