quick timing question

i have just finished building a lsvtec for boost and i am running into a timing problem. i have a gsr timing belt and gsr water pump and oil pump and the timing belt will not allow the cams to stay in the proper position along with the crank. its very strange the belt will tighten up on the cams but the crank will not line up.
I just did a crv timing belt at work a few months ago, there is a suggested sequence in the repair manual for the installation of the tbelt. It tells you to lock the cams in there proper position, then put the belt on a certain pulley first and so on. It isnt 100% neccesarry to follow it but it makes it a whole lot easier.

Valid point on the decked or milled comment... cam gears too >.< I've installed so many aftermarket cam gears that sometimes line up... and some times do not. So let us know

i have skunk2's on it now and i tried to time it with the factory gears and it just wont line up. i dont know if the head or block has been cut but i do know that this belt is a p72 gsr bran new and the water pump is also. the teeth on the cams are just very slightly off. i am just assuming that i can get this to go away by adjusting the gears but i just wanted to know if the lsvtec has a problem or not.
