Default quick question on retorquing head bolt

there's a b18c camshaft install how-to on c-speedracing.com website. it didn't mentioned loosening the power steering pump, taking off the crank pulley and etc. it just stated that the timing belt be slide off the camgears. can this be done and just slide it off? i tried checking the tension and the belt is a bit snug in there.

i'm trying to retorque my cylinder head hoping it would temporarily stop a leak between the head and block underneath the vtec spool valve. yes i've checked the spool valve, distributor and cam seal for leak.

yes it can be done just make for damn sure the timing is still on when you are done. all you have to do is losen the t-belt tensioner while all the makes are lined up for referance then bungee cord the belt to the hood suspending it in the air then when the cams are installed just re tension the belt and check the makes line up.
