Default Question for ecu chipping experts

Does the OBD1 P72 USDM version ecu need to have a 10K Ohm resistor into the R54 location? I know for Hondata this is unnecessary, but i have with all soldering done to it, (except for the 10K Ohm resistor) and the check engine light will come on when the car is started. It will not rev past 3K. Stange thing is that i burned 4 of the same programs and tested it in two known perfectly working P72 ecu's (both of these are prepped for hondata) and i get the same problem. Do i need that 10K Ohm resistor for chipping these P72 ecu's?
