Default Question about oil burnage

So i was thinking about purchasing a civic hatch with a gsr swap in it, the engine had 22k miles on it and was rebuilt and now has 62k miles on the rebuilt engine. I asked the owner all the basic questions and only thing wrong with the car (from what he says) is it has no A/C (i was planning on turboing it anyways), and it burns some oil, now my question is....

What do you think the oil burnage could be from? anything major? (or could it be fixed without putting a hole in my pockets) Any estimate to how much it would be?

He told me he thinks its the valve seals and he purchased some, just never got around to putting them in. Opinions? Advice?

thanks in advance! its really appreciated.
