Default Question about milled head and cam timing?

If my b16 head is milled .3 to increase comp to 11:1 what effects does that have on cam timing?

Where is 0,0 going to be on the cam gears?

I believe it is .3mm SGT. as .3 inches would result in way more the 11:1 compression.

Any tips for passing CA Smog with the following setup:

Icebox
JDM 4-1
Spoon TB
ITR Intake Manifold
CTR Cams
11:1 Compression (VIA MILLED HEAD)
2.5" Cat with Hi-flow carsound cat

I failed at the following settings:

43 Fuel Pressure at WOT
12 Timing
Cam gears at +2, -1.8

I have since changed to 40 PSI
8 Timing
and -1,-1, but I think I may need to go to +1,+1 to reduce overlap.

I am having trouble at 15mph

Max/ave/Measer
HC 65/9/118
CO .56/.02/.98
NO 484/57/1473

at 25 I pass

HC 49/7/49
CO .55/.03/.06
NO 771/50/332

+1 degree per .3mm or .012" removed.

Overlap is the same with either -1,-1 and +1,+1. Decrease overlap by retarding the intake and advancing the exhaust. Increase is opposite, advance intake, retard exhaust.

Basically, I just want 0 and 0.

If I am reading correctly 0,0 will be =+1,+1
