Default purge cut-off valve WTF?

I've got a 91 crx dx car, that didn't have this purge cut off valve on the dx motor, but I have a crx si motor that i'm dropping into the car, and it did come with the purge cut-off valve, that sits right next to the dashpot control solenoid valve.

Do I need this purge cut off valve? On hasport they show that on the dx and si/hf ecu pinout, it is connected to A6 for both of them, BUT, how come my dx doesn't have it then? Also what does this valve do, and what does the dashpot control solenoid do?

Please help.
