Default Problem at highway speeds......

I have a 91 civic si with a D16z6 motor and L-3 transmission. The problem I am having is when I am at freeway speeds at about 4000 rpm in 5th gear the car just seems to shut off like when a gov kicks in and quits sending fuel. So I take my foot of the gas and wait until it reaches about 3500 rpm and then its fine until I try to break 4000 again. It only happens when I am in 4th and 5th gear. !st thru 3rd are fine. No problem with hitting Vtec or anything. If anyone can help me, or just give me ideas, it would help alot. Check engine light does not come on. Thanks.

how fast are you going? maybe the computer could be getting a false signal turning on the govenor, to find out, unplug the speed sensor on the tranny and see if it happens. or if it is cable drive spedometor, unplug it from the back.
