Default problem with Gsr block

I just recieved a gsr block back from the machine shop and I started to assemble it when I check the ring gap and noticed that the bore was to small. It's a gsr block with a.r.i. sleeves bored to 84.5mm.The guy at the machine shop said the bore had compressed because of the block gaurd I installed and now he says that the sleeves are no good and I have to get new ones.Has anyone heard of sleeves compressing because of a block guard?
