Default Poor gas Milage, HELP!

Okay I have a 97' CX auto civic with 180,000 Miles on it with nothing but a cold air intake on it. At the moment it gets 13 Miles to the gallon. I was wondering if this is normal for this cars age and if not what can I do about it?

Thank you so much, I have already replaced the spark plugs and cleaned the air filter (cold air intake) but I don't think I have tried the fule filter.
