The car is a 96 Accord LX V6. My bro changed the timing belt and water pump. Now there is a whine that constantly comes from the motor. It gets louder as the enging is reved as you can hear in the video.

Sounds like the belt is too tight. Although, not the timing belt, because that has a hydraulic tensioner on the V6's. Must be one of the accessory belts. In fact, it is pretty easy to get the power steering belt too tight, and the alternator belt too tight. Just start loosening off accesory belts until it is silent again.
