Default Please help, electrical problems

Gents,
I searched and searched and couldn't find anything so here is my problema.

I'm trying to undo a hack job from hell on my 93 civic, just trying to get simple stuff to work.

Is there a wire harness for the steering wheel? My horn and SRS don't work and there are two red wires sticking out of the steering wheel but I have no where to connect them to.
Also so you know how on a CD player you have two power lines. Battery constant and ignition.....well the ignition one doesn't provide any power to the CD player, it has to be hooked up to the battery constant. This just further proves that there is something seriously wrong or missing with the steering column.

ANy ideas why all this is messed up and not working. Please help. thanks
