Default PLEASE HELP bought a 91 crx today and it has some engine problems

ok just sold my 2004 wrx today and bought a 1991 honda crx si....

the car was traded into a local dealership with a burnt valve.
one of the mechanics at the dealership bought the car and "repaired it" and then sold it to me...here is what he said he did to the car

headgasket
valves
t-belt
waterpump
cap,rotor,plugs,wires

the car has 201401 miles and is in decent cosmetic shape but the car has NO POWER AT ALL it seems like it wants to pull but it wont.

i did a compression check today and its 185 on all 4 cylinders i set the ignition timing to stock setting and it still has no power. The car does use some oil but im stumped as to why theres no power.....clogged cat?
I drove it about 40 miles today and used 1/4 tank of gas because i have to floor it to get going.

please give me some things to check before i pull the motor and get a new d series!

theres no check engine light on but when i turn the ignition the led in the ecu blinks 5 times then pauses then blinks 15 times

i would check the timing to make sure it's correct. then check the plugs and fluids.

but even if the timing belt was 1 tooth off it wouldnt idle smooth..and this car does

the car can idle smooth with being a tooth off. It would throw timing out more then 10 degrees, rev slow and lack power. i would check that, drop the exhaust before cat or have someone put there foot behind the tailpipe to see if it is flowing.
