Default Passing emissions with a high flow car?

If everything on the car is in good working order, can you pass emissions with a high flow cat? Not a test pipe, just a high flow cat.

yes i dont see any reason you wouldn't pass!! should be easy with a high flow cat..

But wouldnt doing whatever they do to make it "high-flow", also make it less emissions friendly?
