Default PA Sensor Location In P28 and How to Disable/Fix

I have a Hondata converted JDM P28 installed to run b18c in my '91 Civic EX and am now running a code 13 on setup which means PA sensor or wiring not working .

Do these have the internal ECU PA sensor or do they run off the PA sensor behind the passenger kick panel?

I have not touched the wiring to it and it (the PA sensor) worked on the three different OBD0 motors I had in it. There are now no other codes.

If it is internal can I disable it? Would the one in the kick panel go bad (don't have a voltmeter as it should run 5.0v)?

Suggestions?
