Default overheating problem

i have a 93 civic dx that is overheating intermittently. sometimes it will not overheat at all and other times it will overheat when i am at a red light. sometimes the coolant level is low and there is no coolant in the overflow tank, then when i put water in and drive for a while i check the level and the overflow tank is full. any ideas?

Do a leakdown test to see if it's a bad headgasket. Could be a bad thermostat, water pump or head gasket.

Fan working? If yes, I would also suspect the head gasket.
