Default ODB2 B18B1 in ODB1 EG

I'ma sking this for my friend,
'99 LS into '94 Civic DX swap. What does he need in order to adapt ODB2 ECU to ODB1 car. Kenji suggested just to get ODB1 ECU. Is that right?

Or he can buy the update harness I have sitting in my garage. I had originally bought it from Katman to run a '00 ITR ecu in my dx hatch with a '00 ITR swap, but ended up just running my Hondata. IM me if he wants it.
