OBD1 - D21 and D22

OBD1 - D21 and D22
on an OBD1 ECU on the harness... where pins D21 and D22 plug into.... does this connect to the chassis as a ground or do these wires connect to actual sensors? They're labeled as "Sensor Ground" but when i check for continuity between the corresponding sockets (D21 and D22) in the ECU and the chassis my multi-tool does not beep.... so... yeah....
