It allows the checking of diagnostics of your car electronically. It means the same thing between the different year of cars produced, but has slightly changed versions throughout the years. Its kinda like an operating system, like Windows.
88-91 vehicles = OBD (0) (windose 98/ME)
92-95 vehicles = OBD-1 (windows 2000/XP)
96-98 & 99-00 vehicles = OBD-2 (windows XP, w/big brother watching you..lol)
A lot of us like to refer to 96-98 as OBD-2a and 99-00 as OBD-2b; since the ecu plugs slightly differ between 96-98 & 99-00, yet they're both essentially the same OBD2 system.
And now there's a new OBD used on 02+ Honda /Acura's , but it's not called OBD-3. I haven't bothered to familiarize myself with it yet.
hth..

OBD does not matter for the block and head, you can convert any OBD to any OBD.
I hope that answers your question.
EDIT: I would convert it to OBD 1, It is easy to do on that combine, just put the stuff on the head and block if you are going to use your OBD 1 stuff from the car. What dizzy, alt., ECU, injectors you running?
