Default No Power to TPS

As the title states, I have almost no power to my TPS, I get like .01v on the +5v constant, and the signal reads about .01-.1 from Closed to WOT.

Sorry I can't be more specific, it's an old analog meter. I did verify it works on some other harness connectors.

This is causing an idle/throttle issue, the car barely idles and doesn't respond to throttle input except for some surging intermittent revs and pops.

This is a freshly built B20Vtec which hasn't been ran more than 5-10 minutes yet. Pertinent info below, any help is greatly appreciated.

Car: 2000 EM1
Harness: Original EM1
ECU: OBD1 with Jumper Harness to EM1 Harness
TPS Worked fine on original engine, as did the harness.

Not sure if Relevant
IAT sensor is currently disconnected (need to extend)
o2 Sensor is disconnected (need to extend)
IACV has been eliminated, thus is disconnected as well

Can't think of anything else relevant.

Have you checked continuity from the proper pin of the ECU to the +5 volt of the TPS to rule out a short?

I don't have an ETM to the B18/B20 motors so not exactly sure the ECU pinout is the same as my D series that I do have the ETM too.

There are three wires going to the TPS, one is signal, one is ground, one is 5v. If you're not getting 5v on any of the three, either the wire is open going to the ecu or the ecu itself is bad.

Would you know off hand if all OBD1 honda ECU's are equal as far as pinouts? Or do the pinouts change between series of motor?

Ditto the above^^^ either you have a problem with the ECU or a connection problem between the ECU and the TPS, start by checking voltage at ECU and then, [if OK] at each connection point between ECU and the TPS. 94
