yea, the pump primes and sends fuel while cranking, pulled the line to the rail to make sure.

Is there power, [12V+] at the injectors, [wire that is the same color on all 4 injectors]?
If not, check the PGM-FI Main Relay, [injector relays output].
If there is power at the injectors then they are not getting a ground pulse from the ECU/ECM, check to make sure both IGP1 and IGP2 have power, [12V+] on them when ign. switch is in run and start. 94

The distributor has nothing to do with the injectors, the injectors get their power from the injector relay in the PGM-FI Main Relay, from the injector relay, [through the injector resistor, if your 91 CRX uses one] then to the injectors.
If there is no power at the injector plugs, then the problem is between the PGM-FI Main Relay and the injector plugs.94

Yes, the ground pulse for the injectors comes from the ECU/ECM.
You have yet to confirm if you have power at the injector plugs, test for power at each injector plug, [wire that is the same color on all 4 injectors] with ign. switch in both the run and start position. 94

I am having this problem on my 97 prelude SH, I get power to the wires on the injector plugs but the car will not run (I'm guessing no pulse?), I have replaced fuel pump, filters, main relay, and the ECU, only for the car to still not run. If anyone could please help me out it would be great. I'm ready to set the car ablaze and roll it down a hill....

What brand injectors? Try using stock ones or another known working set to see if the injectors are the issue.
