I'm kinda leaning toward the oil jet, but I'm not too experienced with OBD2 motors. I'm putting together a mini-me with a HX (Y5) bottom, and there was no oil jet in the block, but it is a VTEC motor. I'm pretty sure all non-vtec bottoms have the oil jet in it. If you know for sure that there is no oil jet in the block, then I would check the solenoid to see if the filter is clogged up and not allowing sufficient oil pressure to activate VTEC.

 

It's not the oil jet, y7 engines don't have the oil jets in the block like the older d series. Bump, still need help........
