Default need to talk with some gurus...

i used to live in portland and i'm visiting for a week. are there any gurus (or shops) that i could discuss a problem i'm having with my car with? it's really a weird problem that many people have tried helping me with and can't figure it out, but it would be nice to talk to some people while i'm up here.

here's the problem: i have never run into this problem before. i just installed a jdm obdII b18c w/jdm obdII ecu into my 97 hatch, i've been doing this a while so i know how to do all the wiring and stuff, triple checked everything. the problem is when i drive it and disengage the clutch to shift, the idle jumps way up and stays there steady until i come to a stop. the thing idles fine other wise and runs smooth. i can't figure this out, i know it's not the ecu because i tried swapping another and does the same thing. cleaned iacv, tried three others even though i know that it works because when i am idling and turn the a/c on it corrects the idle perfectly. any ideas will help. oh yeah, i'm not getting any cel or existing codes and i tested the cel and it works, so i don't know.
