Have you checked the park light fuse?
Have you checked to see if there is power at the park light fuse when the park/head lights are on?

It sounds like everything else works....

Brake lights when you step on the brakes, same bulb as park light but diff. circuit/filament.

Signal lights work when you use the signal lights, probably the same bulb as park lights, in front, but diff. circuit/filament

Do the hazard lights work?
They are on the same circuit/bulb as signal lights, just a diff. power supply, [fuse] so they should work. 94

Yes it can, that's why you check to see if there is power at the park light fuse when park/head light switch is on, the fuse is after the switch.

If there is no power at the fuse, either the switch is bad or the wiring between the switch and fuse is bad, so if there is no power at the fuse you need to check for power output of the switch, [should be red/green lead at combination light switch plug]. 94

The alarm is supplying the power for the lights when they flash.

You need to check to see if there is power at the fuse.

Another thing to check is the point where alarms park light flash lead connects to the cars park light circuit wiring, especially if a "T" tap is used for the connection....

They can cut the lead they are connected to, all the way through. 94

If it is the OEM alarm.the connection is not the problem.

Test for power at the park light fuse. 94
