Need ignition/fuel system B18c

Ive looked and found a forum and posted my problem similar to what hte guy had but i wasnt getting a response so i gotta mke one for myself now.
No CELs
Cleaned IACV
Carbed vacuum lines for leaks-nothing
removed spark plugs to check for water-nothing
changed map sensor-nothing
removed fuel line to fuel filter to check fuel pump-working properly
resetted ECU and all fuses
Timing is on the dot
compression all 4 cylinders are 240ish
AEM fuel gauge reads 20 something on idle and 40ish on throttle
not overheating
tried everything everyone commented to that other forum and nothing seemed to work
so here is the story
B18C Block/ B16A Head, Bisi Header, BWR Intake Manifold, ARC Intake, AEM Fuel Rail, MSD Ignition Distributor, Crome Chipped P28 type r base map.(running rich)
Running rich i moved to Houston from El Paso drove car perfectly. Just recently purchased AEM Fuel Rail with fuel pressure gauge. Slapped it on, ran it for a couple weeks no problems. I was on my way to pick up a rad support and while i was on Beltway 8, 65 mph 5th Gear, it sputtered....then a little more, so i busted a U-turn and sputtered and hesitated to get above 3000 rpm each gear. Made it home, and this started happening.
any ideas?

I'm having almost the same exact problem with my d15b7 (https://honda-tech.com/forums/tech-misc-15/d15b7-bogging-wont-start-3094548/). Not trying to thread-jack, just would like to get some help with this!
