putting in power windows is quite easy, it is plug and play. i'm not going to tell you exactly what to do because that'd take forever to type. download a manual w/ wiring diagrams and go nuts.

If you're not a professional mechanic it is going to take you a long time and a lot of frustration to put power window regulators in 4 windows and install a wiring harness. $200 seems dirt cheap to do it.

I have to agree, $200 to install 4 power window regulators and 4 sets of door harnesses and a "floor" harness, [add to that the power window relay] is pretty cheap, we would charge a lot more, probably 1hr per door and another 1hr for the floor harness and at $80 per hr that's $400.

If you do not have the knowledge or the tools to do it right you may damage something that will end up costing a lot more then $200.
"Plug and play" sounds easy, but plug something into the wrong place and you can do a lot of damage. 94

I think I would honestly start with 8 hours and pro-rate him back if it took less time (or get the customer to approve more if it took longer). This could end up being a huge job. First of all, you are dealing with customer supplied used parts which is always a recipe for disaster. All the door panels need to come out so you are looking at a minumum of an hour for each door. The seats possible need to come out and the dash could need to come apart. I have done conversions like this on cars before (not Hondas) and they always end up being a huge hassle.
