Default Need help please

My buddy runs what is called the "hornet" class, its a circle track car. 4cyl honda stripped you have cant run any aftermarket exhaust, or bolt on stuff. They check it and it has to mesure 20 inches of vacuum. What are some modifacations we can do to it that it wont read over that vacuum level? I know about turning the timing up but what else? please help! Its a 87 honda accord LXI "a20a" motor, 12v EFI. thanks for any help!!
