Default need help fast. engine code, tried CKF sensor trick, and same code is still on!

So when i fired up my motor (obd0 b16a with b16a2 head and gsr trans)in my 97 del sol vtec, im getting the code for the 2nd o2 sensor not being plugged in yet, and im also getting this specific code, this is EXACTLY how it was written on the scanner. no mispelling. P 1337 Manufacurer contr. Ignition system or misfire.

Anyone have a clue what this could be? i tried the CKF sensor bypass trick because i have an obd0 block with no ckf sensor. but my c1 was the right was blue/rd and my c4 was orange?(supposed to be yellow) c11 and c14 were both correct. but after the splicing, i have the same exact code. as a side note. i took it for a spin today WOT a few times, and i cant hear it go into vtec, nor does it feel like it is. (im open header right now, so i should hear it agressively kick over) im thinking it may be caused by this engine code. I need help on this quick please, the car was supposed to be on the road days ago. thanks again!

BTW< other than the vtec not kicking in. the car idles around 1500 most of the time, sometimes it jumps down to 1000-1100. and it pulls pretty good, with no *symptoms* of a misfire. could it be ignition timing maybe?* or is it the CKF sensor?

more info for diagnosis. using obd2 p30 ecu. what could cause this? been searching forever trying to find answers. anyone have a clue? need more info? just ask. need this fixed guys please give a hand.
