the bolt in the red circle broke in half and its stuck in the head is it ok to drive it like this?

That my friend is not good.

I would definently not drive on a motor missing a cam holder bolt.

Pull that girdle off, and then remove that bolt...then learn how to tourqe!!!!

Take the broken bolt out...and make sure you can thread a bolt in, straight...not crooked...you prolly cross threaded it or something along those lines...
